BambooHR

BambooHR is a core-HR choice for a team that wants employee records, hiring and onboarding, and time-off management in its starting scope. Performance management begins with the Pro plan, which matters if manager reviews are part of the immediate requirement.

BambooHR changes its price model at 25 employees:

  • 25 or fewer employees: flat monthly rates of $250 for Core, $425 for Pro and $650 for Elite.
  • More than 25 employees: $10.25 per employee per month for Core, $17.50 for Pro and $25 for Elite, with automatic volume discounts.

Payroll and time and attendance are add-ons; the payroll add-on is for US employees only. Price the required add-ons alongside the plan when payroll or attendance is part of the workflow.

Rippling

Rippling brings HR, IT and finance together for a business that wants changes in its HRIS to flow into payroll. Rippling says changes to compensation, time off and work location can pass from its HRIS into Global Payroll; it lists QuickBooks Online and Xero as ledger connections.

A team that only needs employee records and leave may find that wider setup unnecessary.

Gusto

Gusto starts from a US payroll-led model. Its Simple tier includes full-service payroll, employee self-service and benefits administration; Plus adds multi-state payroll, time management and PTO management.

Simple is listed at $49 per month plus $6 per person, while Plus is $80 per month plus $12 per person. Gusto also supports payroll, HR, time and employee-data report exports, with report formats that commonly include PDF, CSV or XLSX. Teams that need multi-state payroll or time and PTO functions should compare against Plus, rather than treating the Simple price as the full operating cost.

Zoho People

Zoho People suits a team that wants to begin with employee records, documents and time off, then add process depth as the need grows. Basic is listed at $0. The paid plans are $30 per location per month for Essentials, $70 for Plus and $120 for All-in-One; Plus adds PTO and permissions, while All-in-One adds onboarding and HR. Personio

Personio is worth considering when structured onboarding and workflow control are central to the brief. Its onboarding product includes templates, role-specific checklists, automated plans and progress tracking. Core covers employee profiles, documents with limits, reporting, workflow automation and preliminary payroll; Core Pro adds unlimited documents, API access and expanded permissions.

Pricing depends on employee count and selected Apps, with a custom quote. Ask for the document, API and permission level your team needs, since those boundaries affect whether Core or Core Pro is the practical fit.

Breathe

Breathe is a UK core-HR option for a small business that needs holiday and absence management alongside reports, documents and policies, and performance. These functions are included in its core HR scope across plans.

The UK entry price starts at £24 per business per month, with employee-band pricing and add-ons. Use the relevant employee band and required add-ons when comparing it with a per-employee or payroll-led alternative; the UK price and scope should not be carried over to another market.

Sage HR

Sage HR suits a team that needs Core HR and leave management first, then wants to add operational functions selectively. In the US, Sage HR lists performance, shift scheduling, timesheets, expenses and recruitment as separately charged modules.

Core HR and Leave Management starts at $6.50 per employee per month in the US. That can be a useful baseline for a records-and-leave requirement, but include the modules your workflow needs before comparing it with a broader bundle.

Deel

Deel places HR records and core workflows for distributed teams alongside distinct global payroll, EOR and contractor services. Its HRIS description covers worker profiles, time off, documents, approvals and reporting, which makes it relevant when people data needs to sit near a broader international operating model.

Deel lists contractor management and EOR as separately priced services. Ask for the HR scope and price on their own before comparing it with a core HR system.

What the price tag misses

Compare the plan you would actually run, with the modules and team size it needs.

Compare the plan you would use

Start by writing down the work the system must cover in its first year: employee records, leave, onboarding, payroll, time tracking, scheduling, reporting, permissions or recruitment. Then map each item to the plan that includes it. The entry price may cover only part of that list.

The vendors charge in different ways:

  • Gusto combines a monthly base charge with a per-person price.
  • Homebase charges per location; its payroll add-on has a monthly base and per-paid-employee charge after an introductory offer.
  • BambooHR uses flat monthly prices through 25 employees, then per-employee rates. Sage HR uses a per-employee starting price. Both may require higher tiers or add-ons.
  • Breathe uses business and employee-band pricing in the UK.
  • Rippling and Personio require a configured quote based on the services or Apps selected.

Ask for the price of the exact plan you would run, including the users, locations and modules that support the workflow. Treat payroll, time and attendance, or expanded permissions as part of the cost when they are part of the work, rather than as details to resolve after selection.

Check the next headcount band

Test the price at your current team size and at the next realistic headcount. BambooHR switches from flat monthly to per-employee pricing above 25 employees. Free options may have location or employee limits, while other employee-band or per-person prices can change as the team grows.

Also check whether the next stage of growth adds a new process. A team moving from simple records and leave into onboarding, attendance, multi-state payroll, API access or expanded permissions may need a different plan as well as more seats. Put those changes in the same comparison so a growth decision does not arrive as a surprise after rollout.

For a custom quote, give each vendor the same headcount, locations, modules and countries. That makes the responses easier to compare and exposes whether two apparently similar prices cover different operating scope.

Test the system before you buy

In a trial, follow one employee record through each person and system that uses it. Finish with a recovery and export test.

Trace one record across tools

Choose a recent employee record and run its actual path through the demo. Create or update the profile, assign a manager, request time off, change a detail that should reach payroll or reporting, and export the result. Bring the fields and documents your team uses today so the vendor can show the handoff rather than a generic example.

If you are changing UK payroll software, include the Payroll ID process in that trace. HMRC warns that incorrect handling of a changed Payroll ID can duplicate payroll records and lead to an incorrect PAYE calculation. Establish who owns the change, where the identifier lives and what the export looks like.

Run an access and recovery trial

Test the same record through separate HR, manager and employee accounts. The manager should see the information needed for their work, while sensitive fields remain limited to authorised people. That follows the UK ICO’s guidance for employment records and gives your team a concrete way to judge whether the proposed roles match its responsibilities.

Then ask for a recovery scenario. Have the vendor show how a record remains accessible and usable after it is accidentally lost, altered or destroyed, and ask what your team can export for its own records. The trial should also cover the fields and documents that carry different retention periods, because a clean profile screen does not answer whether your data will be usable later.

Let workers complete real tasks

Give an HR administrator, a manager and a worker a short task each. For example, the administrator can add an onboarding document, the manager can approve leave, and the worker can update a personal detail or find a policy. Record where each person hesitates, needs extra access or creates a workaround outside the product.

A 2021 narrative review of HRIS acceptance links perceived usefulness, ease of use, and system and data quality with acceptance. It draws on mixed settings and gives no small-business outcome estimate. Real tasks are still a better basis for a buying conversation than a polished feature tour.

Choose the workflow creating the most repeated work today, then launch that first. It might be employee records and leave, candidate onboarding, scheduling, or a payroll handoff. Give that workflow an owner, a small group of real users and a clear result to check before adding another module.

The capacity to adopt a system deserves the same attention as the licence. In a 2024 UK survey of 2,000 SME decision-makers about general digital technology, 32% selected software cost as a barrier, 21% selected lack of time or capacity to explore options, 17% selected the time, money and effort of adoption, and 12% selected complexity. Respondents could select more than one barrier, and the figures do not describe HR software alone.

Plan migration and an exit

Before migration, list the records you must carry forward: employee profiles, documents, leave history, approvals, payroll identifiers where relevant, and any information needed for reporting. Map each field to its old source, its new destination and the person responsible for checking it. Keep the old record available long enough to resolve discrepancies during the change.

Build retention into that list. The UK ICO advises setting retention periods by record type, its use and the required period, because different categories of worker information can need different treatment. Your system should support the schedule your organisation needs rather than forcing every record into one deletion or archive rule.

Finally, test an exit before you need one. Export a sample of the records and documents that matter to HR, managers and finance, and check that the files remain understandable outside the product. That small exercise makes migration planning more concrete and gives the team a clearer view of how its information will travel with it.

Where contractor operations fit

Contractor operations belong beside employee HR when your team also needs a clear way to manage independent-contractor engagements, documents and closing records.

Start by separating the two operating questions. Employee HR software covers people records and employee workflows. Contractor operations concern the engagement itself: the contract, work status, supporting documents and the record created when the engagement closes. Keeping that work visible gives HR and finance a clearer handoff when a mixed team uses both employees and contractors.

The software category does not decide a worker’s legal status. For US federal employment tax, the IRS examines behavioural control, financial control and the relationship of the parties. In GB employment rights, employee, worker and self-employed are distinct statuses, and the correct classification follows the reality of the work relationship. Apply the framework that fits the relevant jurisdiction and relationship.

Free software can be enough when its documented scope covers the work you need today. Zoho People’s Free edition includes an employee database, documents and time-off management, while Homebase Basic covers one location and up to 10 employees with basic scheduling and time tracking. Check the plan boundary before relying on either for onboarding, attendance, rostering or payroll.

Free payroll software is a different category. HMRC’s Basic PAYE Tools is free for UK businesses with fewer than 10 employees and performs most payroll tasks. Use it when payroll is the job under consideration, then assess employee-record workflows separately.

Do I need HR software or payroll software?

You may need one system, two connected systems, or neither immediately. How do I check whether employee data is secure?

Start with the responsibilities that apply to your data, then test the proposed controls against them. The UK NCSC advises organisations to decide whether a cloud provider is secure enough for their requirements and, where appropriate, seek independent assurance. The UK ICO also says managers should have access only to the employment information they need.

Ask for a role-based demonstration using a sensitive record, a recovery scenario for accidental loss or alteration, and the export you would retain. Those checks show how the system handles your actual access and continuity needs.

How difficult is it to switch HR systems?

The difficulty depends on the quality and structure of the records you move. Make a field-by-field migration list for employee profiles, documents, leave history, approvals and payroll identifiers where they apply.
