A foreign business can hire in the Netherlands by registering as an employer, using an employer of record, or engaging genuinely independent contractors. The adult statutory minimum is €14.99 / hour, and the chosen model determines the registration, contract and immigration checks. For independent engagements, 4dev.com is a global contractor platform working with contractors in the Netherlands through its Contractor Platform for engagement and documentation.
Three ways to hire in the Netherlands
Start with who will legally employ the person. That choice determines the additional costs and how the relationship can end; a contractor route requires genuinely independent work.
| Route | Legal employer | What you pay on top of salary | How you end it |
|---|---|---|---|
| Your own entity | Your Dutch entity or registered foreign employer | The 16.97% baseline of low AWf, medium or large Aof, Wko, and Zvw; add holiday allowance, Whk set for each employer, and any applicable pension separately | Statutory notice of 1–4 months for a permanent contract, rising with service; dismissal rules also apply |
| Employer of record | The provider where it employs the person | Salary and the employment costs under that arrangement, plus a provider charge that depends on the agreement | The provider's employment arrangement and Dutch employment rules determine the process |
| Contractor | None where the service relationship is genuinely independent | The agreed contract amount; no employee payroll baseline can be assumed before the relationship is classified | The contract terms; there is no universal contractor notice period |
For direct employment, 16.97% is a contribution baseline under the €79,409 annual contribution ceiling, not the full cost of a hire. It combines low AWf at 2.74% for a qualifying written indefinite term contract that is not on call, medium or large employer Aof at 7.63%, Wko at 0.50%, and Zvw at 6.10%. Budget separately for 8% holiday allowance, the employer specific Whk rate, and any sector pension.
Where an employer of record supplies personnel for consideration, it must be registered for that activity in the KVK Trade Register under Waadi, and the hirer must be able to show that it checked the registration. If the arrangement is payrolling, the worker has a contract with the payroll company while working for the hirer, with equal employment conditions and legal position to a comparable direct employee and an adequate pension arrangement. The client still needs to assess which Dutch rules fit the provider arrangement.
A contractor label does not decide the status of the work. Dutch classification considers the full relationship, including authority, personal service, remuneration, integration, direction, commercial risk, and entrepreneurial conduct; instructions about how, when, and where work is done can indicate authority. Some work arranged through an intermediary can also be treated as a deemed employment relationship for payroll tax purposes.
The Dutch labour market and salary reference points
The CBS monthly mean for a full time job, the mean across all jobs and the hourly developer wage answer different salary questions. Match the measure to the role and schedule before using it in an offer.
Salary reference points
| Full time employee job mean, 2025 | €4,921 / month, including overtime and excluding special remuneration | CBS full time employee jobs |
| All employee jobs mean, 2025 | €3,407 / month, including part time jobs and overtime and excluding special remuneration | CBS all employee jobs |
| Software and application developers, 2025 provisional data | €34.50 median gross hourly wage; €42.70 at the 75th percentile | CBS occupational wages |
The €4,921 / month figure is the 2025 CBS mean for a full time employee job. It includes overtime but excludes special remuneration, including holiday allowance. The €3,407 / month figure covers all employee jobs, including part time work, so it is not a full time comparison.
The developer figures measure hourly occupation wages and exclude special remuneration and overtime pay. The annual budget below converts the €34.50 median using an illustrative 36 hour week; the result is neither a CBS monthly salary nor directly comparable with the employee job means.
What location changes in an offer
National CBS figures cannot establish an Amsterdam premium or price a role in another Dutch city. Set the offer around the role, working time, contract terms and applicable collective agreement; a claimed city difference needs location specific evidence.
Registering as a Dutch employer, step by step
Register for Dutch payroll taxes before the first employee starts. The payroll tax details and insurance letters then support the employer's returns and contribution calculations.
| Step | What happens | Takes |
|---|---|---|
| Tell KVK that staff have been hired | A first time Dutch employer updates the KVK register through its change form | Timing varies |
| Register as an employer | Register with Belastingdienst before the first employee starts; a foreign established employer uses the Aanmelding Onderneming buitenland form | By the employee's first day |
| Receive payroll tax details | After registration and the employee's start, Belastingdienst issues a payroll tax number and payroll return letter | Timing varies |
| Receive the Whk rate letter | Belastingdienst sends the employer's Whk rate | Within four weeks |
| Receive the sector classification letter | Belastingdienst sends the sector classification | Normally within three weeks, at most eight weeks |
| Total | Allow time for registration and subsequent letters; the stated letter windows do not give an end to end setup period | Varies |
The KVK update records that staff have been hired; payroll tax registration enables returns; the later letters identify the sector and Whk rate. A provider may have separate registration duties under its own arrangement.
Hiring and onboarding a Dutch employee
Put the applicable employment terms in writing before the employee starts. The manager also needs the leave and sickness rules that will govern the working relationship.
Contract limits and collective agreements
Check whether a generally binding sector collective agreement applies, because it automatically binds employers in that sector. A written indefinite term contract that is not on call may qualify for the low AWf rate; the contract should also state the working hours, leave terms, and any holiday allowance that applies.
Probation depends on the contract duration. A fixed contract of six months or less cannot include probation; a fixed contract longer than six months but shorter than two years can include no more than one month. Only a permanent contract or a fixed term of at least two years can include probation of up to 2 months.
Statutory leave equals four times the employee's weekly working hours. Holiday allowance is generally at least 8% of the previous year's gross annual salary, although a written agreement can provide a lower amount or none for earnings above three times the minimum wage; a collective agreement or contract also determines whether public holidays are days off.
Onboarding checklist
- Record the employer registration, then add the payroll tax number and return letter after Belastingdienst issues them.
- Keep the written contract and its AWf status with the payroll records, and check the applicable collective agreement and pension position.
- Check right to work and any sponsorship requirements where they apply; the separate immigration section sets out the relevant route.
- Give the manager a practical briefing on statutory leave, public holiday terms, sickness pay, and parental or maternity leave so the local policy is applied consistently.
Hiring a worker who needs immigration sponsorship
For a highly skilled migrant hire, assess the person's nationality and existing permission to work separately from the employer's recognised sponsor status, then test the offer against the applicable salary threshold.
| Worker aged 30 or over | €5,942 gross per month, excluding holiday pay | IND 2026 required amounts |
| Worker under 30 | €4,357 gross per month, excluding holiday pay | IND 2026 required amounts |
| Reduced category | €3,122 gross per month, excluding holiday pay | IND 2026 required amounts |
Identify the actual employer and work location before selecting an immigration route. The table gives 2026 thresholds for highly skilled migrants; the worker's permission to work still needs a separate check.
Use the IND public register of recognised sponsors to check the organisation that will employ the worker. Do not infer sponsor status from an employer of record or other provider model: the register identifies whether a particular organisation has been recognised by IND.
Minimum wage in the Netherlands
The statutory adult minimum is €14.99 / hour for employees aged 21 and over from 1 July 2026. Since 2024, Dutch law has set an hourly minimum rather than fixed monthly, weekly, or daily amounts, so a monthly minimum depends on the agreed working hours.
| 1 July 2021, age 21 and over | €10.91 / hour, government 36 hour equivalent | Rijksoverheid minimum wage amounts 2021 |
| 1 July 2022, age 21 and over | €11.26 / hour, government 36 hour equivalent | Rijksoverheid minimum wage amounts 2022 |
| 1 July 2023, age 21 and over | €12.79 / hour, government 36 hour equivalent | Rijksoverheid minimum wage amounts 2023 |
| 1 July 2024, age 21 and over | €13.68 / hour, statutory hourly minimum | Rijksoverheid minimum wage amounts 2024 |
| 1 July 2025, age 21 and over | €14.40 / hour, statutory hourly minimum | Rijksoverheid minimum wage amounts 2025 |
| 1 January 2026, age 21 and over | €14.71 / hour, statutory hourly minimum | Rijksoverheid minimum wage amounts 2026 |
| 1 July 2026, age 21 and over | €14.99 / hour, statutory hourly minimum | Rijksoverheid minimum wage amounts 2026 |
The 2021–2023 points are government 36 hour week equivalents, rounded up. From 2024, the points are statutory hourly rates, so the earlier figures use a different legal methodology.

Taxes and employer contributions
An employer budget combines salary, holiday allowance, and employer contributions, while employee income tax is a withholding rather than an additional employer cost.
The 2026 payroll components
| AWf unemployment premium | 2.74% low rate or 7.74% high rate | Belastingdienst contribution rates 2026 |
| Aof disability premium | 6.27% for small employers or 7.63% for medium and large employers | Belastingdienst contribution rates 2026 |
| Wko childcare surcharge | 0.50% | Belastingdienst contribution rates 2026 |
| Zvw employer health insurance levy | 6.10% | Belastingdienst Zvw rate 2026 |
| Whk return to work premium | Set for each employer; 1.52% is the UWV aggregate illustration | UWV January note 2026 |
| Contribution wage ceiling | €79,409 annual ceiling for employee insurance contributions and Zvw | Belastingdienst wage ceiling 2026 |
The 16.97% baseline assumes low AWf at 2.74%, medium or large employer Aof at 7.63%, Wko at 0.50%, and Zvw at 6.10%. Low AWf requires a qualifying written indefinite term contract that is not on call; high AWf replaces the low rate where it applies. Whk is set for each employer, and a sector pension may be compulsory. Neither is part of the baseline.
For employees below state pension age, the 2026 box 1 income tax rates are 35.75% to €38,883, 37.56% from €38,883 to €78,426, and 49.50% above €78,426. That 35.75–49.50% range provides employee withholding context only; it does not produce a personal net salary estimate.
What an employee actually costs you
Each annual budget starts with twelve months of base salary and adds 8% holiday allowance once. Employer contributions apply to the combined wage, capped at €79,409 for the year. The model uses the ordinary allowance rather than a written high earner exception and assumes no permitted Whk recovery through net pay. It uses UWV’s 1.52% aggregate Whk rate only to illustrate the calculation; the actual rate and any pension depend on the employer and sector.
| Scenario | Annual base salary | 8% holiday allowance | Employer contributions | Total annual budget |
|---|---|---|---|---|
| CBS full time employee job mean | €59,052.00 | €4,724.16 | €11,792.22 | €75,568.38 |
| Developer median, 36 hour week illustration | €64,584.00 | €5,166.72 | €12,896.90 | €82,647.62 |
| Twice the CBS mean, hypothetical | €118,104.00 | €9,448.32 | €14,682.74 | €142,235.06 |
The first row annualises the 2025 CBS full time monthly mean as a salary input; the second converts the developer hourly median using an illustrative 36 hour week. The third uses a hypothetical €9,842.00 per month, twice the CBS mean, rather than an observed wage. With even monthly salary, a base of about €6,127.24 reaches the annual contribution ceiling once holiday allowance is included. Where high AWf applies instead of low AWf, the CBS mean scenario’s annual budget rises by €3,188.81.

These ordinary direct employer budgets exclude benefits, provider charges and any sector or contractual pension. StiPP belongs to its temporary agency scheme and is not a general direct employer surcharge.
Working time and overtime
Dutch working time rules cap both individual shifts and average weekly hours. A shift normally cannot exceed 12 hours and a week cannot exceed 60 hours. Those are maximums, not a normal working pattern: across 16 weeks, the average cannot exceed 48 hours per week. The ordinary uninterrupted weekly rest period is 36 hours in each seven day period.
Overtime must receive at least the statutory minimum hourly wage. A collective agreement can set how overtime is paid, so check the applicable agreement and contract for any premium or time arrangement rather than assuming a single national rate. Holiday allowance is calculated on the full value of overtime pay, including any premium that applies.
Leave, sickness and parenthood
Annual leave is based on weekly working time; public holiday leave depends on the contract or collective agreement. Sickness and parenthood have separate entitlements.
| Statutory annual leave | 20 days for a five day working week | Rijksoverheid annual leave |
| Holiday allowance | At least 8% of the previous year's gross annual salary, subject to stated exceptions | Rijksoverheid holiday allowance |
| Public holiday leave | None guaranteed by statute, despite 11 official 2026 calendar dates | Rijksoverheid public holidays |
| Sickness pay | At least 70% for up to two years; year one also has a minimum wage floor | Rijksoverheid sickness pay |
| Parental leave | 26 weeks for each employed parent; nine weeks paid at 70% of daily wage, up to 70% of the maximum daily wage, when taken in the first year | Rijksoverheid parental leave |
| Pregnancy and maternity leave | At least 16 weeks combined | Rijksoverheid pregnancy and maternity leave |
The 20 days figure applies to a five day schedule because statutory leave equals four times weekly working hours. A written agreement may set a lower or zero holiday allowance for earnings above three times the minimum wage, and the contract or collective agreement decides whether a public holiday is a day off. Keep public holiday dates, paid leave balances, and holiday allowance as separate records.
You have to remind your employees that their statutory leave expires at some point
— Hans Kamerbeek, labour lawyer, quoted by KVK
Track statutory leave balances and remind employees before leave expires. During sickness, the employer pays at least 70% for up to two years, with a minimum wage floor in year one but no equivalent top up in year two. Parental leave and pay have separate conditions, and the combined pregnancy and maternity entitlement is at least 16 weeks; neither guarantees full pay for every absence.
Ending employment: notice and payments
Ending a permanent employment relationship normally requires a reasonable ground, review by UWV or the subdistrict court, employer notice and, where due, a transition payment. Written employee agreement and a valid probation dismissal are documented exceptions to the review requirement.
| Service under 5 years | 1 month | Rijksoverheid employer notice |
| 5 to under 10 years | 2 months | Rijksoverheid employer notice |
| 10 to under 15 years | 3 months | Rijksoverheid employer notice |
| 15 years or more | 4 months | Rijksoverheid employer notice |
This 1–4 months schedule is employer notice for permanent contracts; other contract types need a separate check.

A valid probation period lets either party end employment immediately, without a notice period or prior dismissal review. No probation period is allowed for a fixed contract of six months or less; the maximum is one month for a fixed term longer than six months but shorter than two years, and up to 2 months for a permanent contract or a fixed term of at least two years.
Notice and transition pay are separate. Transition pay starts accruing on the first working day at one third of monthly salary for each full year of service, with the remainder calculated proportionately. From 1 January 2026, the cap is €102,000 gross, or one gross annual salary where that salary is higher.
Recent changes that affect a Dutch hire
Changes to personnel supply, contractor classification and expat treatment take effect on different dates from late 2026 through 2028. Keep the enacted rules and consultation proposals separate when planning a hire.
- Current — 1 July 2026: The adult statutory minimum wage is €14.99 per hour. The 2026 payroll rates and wage ceiling are also in force.
- Current — 2026: Contractor classification enforcement has resumed, including direct corrections and payroll tax assessments. In 2026, culpability fines may be imposed, while default fines are still withheld; ordinary retrospective assessments do not go before 1 January 2025, subject to the stated exceptions for malice or an ignored instruction.
- Enacted future — 1 November to 31 December 2026: Existing personnel suppliers can register with NAU for the Wtta transition regime. This is a transition window, not the date when admission enforcement begins.
- Enacted future — 31 December 2026: Supplied workers gain the enacted equal conditions protection under Waadi. On the same date, a rebuttable employment presumption based on an hourly amount begins. The first operative amount still requires ministerial regulation, so neither €36 nor €38 should be treated as the current or confirmed opening threshold.
- Enacted future — 1 January 2027: The Wtta admission system starts, while enforcement of admission begins in 2028. The regime includes a €100,000 security deposit for suppliers, with possible exemptions after four years of compliant operation. Other Waadi amendments also take effect, including a duty for the hirer to give timely notice of changes in the supplied worker's employment conditions.
- Enacted future — 2027: The maximum tax free expat allowance falls to 27% for affected users. Grandfathering depends on when the individual 30% decision began, so employers should not apply one rate or a single new salary standard to every existing assignee.
- Enacted future — 1 January 2028: Most flex contract changes take effect. They concern successive fixed terms, on call arrangements and the legal position of agency workers.
- Proposal — consultation in October 2026: A proposed Wtta amendment would add equal or equivalent pay as an admission condition, with an intended July 2027 start if enacted. It is separate from the enacted Waadi equal conditions change.
- Proposal — intended January 2028: The Zelfstandigenwet remained in consultation in October 2026. It is not a current contractor status test and does not replace active classification enforcement.
What a mistake costs and who pays
The party's role and conduct determine which employment or tax claim it may face. A statutory maximum or formula gives a limit or calculation rule, not an amount automatically payable in every case.
| Party | Risk | Amount |
|---|---|---|
| Direct employer | Underpaid statutory leave or holiday allowance, or a dismissal that requires notice, review or transition pay | Case specific. Where transition pay is due, it follows the statutory formula and is capped at €102,000 gross or one gross annual salary if higher. |
| Personnel supplier and hirer | A supplier that makes personnel available for payment must be registered under Waadi; the hirer must be able to show its registration check | A fine is possible for both supplier and hirer; the amount depends on the violation. |
| Client engaging a contractor | The actual relationship may be employment, requiring corrected payroll tax returns and payment of levies; a separate assessment also carries tax interest | Case specific. Classification enforcement and corrections apply now; in 2026 culpability fines may apply, while default fines are still withheld. |
| Employer | Intentional illegal employment of a migrant worker | Maximum €11,250, only for that intentional serious violation. |
The classification row depends on the actual working relationship, including authority, personal service and remuneration, rather than the label used in a contract. Ordinary retrospective payroll assessments generally do not go before 1 January 2025, unless the stated malice or ignored instruction exception applies.
Current Waadi registration and hirer checks remain separate from the Wtta admission enforcement scheduled for 2028. A provider arrangement does not create a universal transfer of liability or indemnity, so confirm the responsibilities in the contract and the underlying facts. See the Netherlands guides to employer of record and independent contractors for the model specific analysis.
Questions people actually ask
Can a foreign company hire someone in the Netherlands without a local entity?
Yes, but the route must match the actual employment arrangement. A foreign business with a Dutch permanent establishment must withhold Dutch payroll taxes for Dutch workers and use the applicable employer registration route; a supplier arrangement also requires a Waadi registration check. Salary is not the full direct employment cost, because holiday allowance, employer specific Whk and any applicable sector pension need their own assessment. The low AWf rate also depends on a qualifying written indefinite term contract that is not on call.
What is the minimum wage in the Netherlands per month?
There is no fixed statutory monthly minimum wage. Since 2024, the statutory amount is hourly; for employees aged 21 and over it is €14.99 gross per hour from 1 July 2026. The monthly amount depends on the contracted and worked hours.
Is €4,921 a typical salary for every Dutch job?
No. €4,921 is the 2025 CBS mean monthly pay for full time employee jobs, including overtime and excluding special remuneration. It should not be applied as an offer benchmark for every role, location or schedule; the all employee job mean is €3,407 and the developer figures use a different hourly measure.
Is holiday allowance included in a Dutch salary quote?
Not necessarily. Holiday allowance is generally at least 8% of the previous year's gross annual salary, subject to the stated high earner and collective agreement exceptions, and CBS monthly pay excludes it as special remuneration. A public holiday is also not automatically a statutory day off: the contract or collective agreement decides that point.
What is the 30% ruling, and does it change in 2027?
For qualifying incoming workers, the expat scheme may allow an employer to pay up to 30% of compensation tax free, subject to its conditions and an individual decision. For affected users, the maximum moves to 27% in 2027, but grandfathering depends on when the 30% decision began. Check the applicable salary standard for the individual decision.
What happens if a Dutch employee is dismissed?
An employer normally needs reasonable grounds and review by UWV or the subdistrict court. Employer notice for a permanent contract runs from one to four months by tenure, and transition pay is separate from notice. A valid probation period permits immediate termination, but no probation is allowed for a fixed contract of six months or less and the maximum is up to 2 months only for a permanent contract or a fixed term of at least two years.
Does moving a contractor onto payroll erase the earlier classification risk?
No: the earlier relationship is assessed on its actual facts, including authority, personal service and remuneration, and a reclassified client must correct payroll tax returns and pay levies where required. For income tax, an assignment performed as employment generally does not count as entrepreneurial activity. It may exceptionally count if it is both closely connected to and subordinate to the worker's other entrepreneurial work. Classification enforcement is already active; the hourly employment presumption begins on 31 December 2026, but its first operative amount still needs ministerial regulation.
