General information, not legal or tax advice — confirm with a local adviser before you act.

A foreign client can engage a Swedish business for genuinely independent work. F-tax affects the payer's withholding and employer-contribution treatment; it does not establish worker status. If the work is employee-like, use the Sweden hiring guide or consider an employer of record. 4dev.com's Contractor Platform works with contractors in Sweden.

Where the employee–contractor line runs in Sweden

Sweden assesses the work itself to distinguish an independent business from employment. A contractor label, F-tax approval or FA-tax status does not settle that question.

The Income Tax Act defines business income as professional, independent activity carried on for gain. The assessment looks at the agreed terms, the supplier's dependency on the client and the extent to which the supplier is integrated into the client's business. A single client is therefore a relevant circumstance, but it is not an automatic failure or a fixed client-count test: read it with the contract and the way the work is actually organised.

Decision diagram shows that terms, dependency and integration inform the business-income test while F-tax treatment is a separate tax-status check.
Swedish business-income assessment considers the actual terms, client dependency and integration. F-tax status does not replace that assessment. Sources: 4, 5.

F-tax is a separate tax-handling question. Skatteverket may approve F-tax for someone who states that they conduct, or intend to conduct, business in Sweden; when F-tax applies at the time remuneration is agreed or paid, it affects the payer's employer-contribution treatment. A conditional approval, commonly called FA-tax, applies to business assignments only and must be invoked in writing. F-tax therefore leaves the working-reality assessment open.

Where contractor status breaks

Sweden does not use one contractor-status score: independence, F-tax treatment, VAT and the obvious-employment notification duty are separate gates.

Working realityProfessional, independent activity for gain; assess the agreed terms, client dependency and integration into the client businessSwedish Income Tax Act
F-tax and conditional F-taxF-tax must apply when remuneration is agreed or paid for the employer-contribution rule; a conditional F-tax approval (FA-tax) must be invoked in writing for the business assignmentSwedish Social Contributions Act; Swedish Tax Procedures Act
Domestic VAT exemptionAnnual Swedish turnover must not exceed SEK 120,000 in the current calendar year or either of the two preceding calendar yearsSwedish VAT Act
Obvious employmentIf F-tax treatment means no withholding but the worker is obviously the payer's employee, the payer must notify Skatteverket in writing by the employer-declaration deadlineSwedish Tax Procedures Act

These gates answer different questions. The VAT exemption has a three-calendar-year lookback; neither it nor F-tax sets a one-client cutoff or an automatic penalty.

Process diagram shows independence assessment, F-tax timing and written FA-tax invocation, then the separate three-year VAT exemption test.
These are separate legal checks. The VAT exemption uses the current year and each of the two preceding calendar years. Sources: 4, 6, 7.

How a Swedish contractor registers

Before signing, identify the legal supplier and its F-tax position. Skatteverket may approve F-tax for an individual or company that states it conducts, or intends to conduct, business in Sweden, unless a statutory obstacle applies. For an individual with conditional F-tax, commonly called FA-tax, the approval applies to business activity and must be invoked in writing for the assignment. Assess the actual work separately.

Sole trader: Skatteverket and Bolagsverket

A sole trader can apply for F-tax or FA-tax through Skatteverket's e-service at Verksamt with electronic ID, or use the paper Företagsregistrering form (SKV 4620). The sole trader can request FA-tax during registration and later change between F-tax and FA-tax through Verksamt or the Ändringsanmälan form (SKV 4639). These steps establish tax status for the assignment.

Bolagsverket maintains the trade register. A sole trader may apply to register there, while a sole trader required to prepare annual accounts must apply; exclusive rights to a firm name can arise through registration or established use. The client should identify which legal supplier is signing the agreement rather than infer that status from a business name.

For a qualifying sole trader, the 2026 self-employed contribution component is 16.35% of the statutory assessment base. A person liable to those contributions also pays the 12.62% general payroll fee on the same base, subject to the statutory exclusions. These are distinct statutory components, not a rate on gross invoice receipts or a rule for the client's withholding decision.

Egenanställning intermediary

A 2026 government inquiry describes egenanställning as a three-party arrangement: the worker finds the assignment, the intermediary contracts with the client and employs the worker for the assignment. It is not a special statutory category, and whether staffing law applies requires a case-by-case assessment. It should therefore be treated as a distinct contracting arrangement, not as proof that the worker operates an independent business.

The contractor services agreement and the rights it transfers

A Swedish services agreement should record how the independent work will be delivered and which rights, if any, move to the client; supplying a copy of code alone does not transfer copyright.

Scope, control and evidence

Define the deliverables, the contractor's autonomy and the point at which you accept the services. Include a substitution right only if the contractor can use it in practice. Keep the agreed scope, acceptance record and evidence of the services. This is not a statutory contract checklist: the terms and the work must align on dependency and integration into your business.

Software, copyright and express assignment

The creator holds copyright in original software. Copyright may transfer wholly or partly by agreement, while handing over a physical copy does not transfer copyright by itself. The employee-software default is expressly limited to employees acting within their duties or under employer instructions; it does not give a contractor's client automatic ownership.

Specify the deliverables and code, whether the agreement grants a licence or an assignment, the scope of that grant, and the treatment of pre-existing material. The agreement should make the intended rights position clear before the work is accepted.

Ending the agreement

Set the notice arrangement, treatment of work in progress, access handover and rights position in the agreement. Swedish contractor agreements have no universal notice period in the cited rules; employment notice terms do not automatically govern this exit.

What belongs on a Swedish contractor invoice

Before approving a Swedish contractor invoice, check the statutory fields and determine the VAT branch for that particular supply; F-tax or FA-tax treatment is a separate question.

Core statutory fields

A full invoice must identify its issue date and unique sequence number, the seller and buyer, their addresses, the service description and supply date. It must also show the taxable base, the VAT rate and the VAT amount, together with the seller's VAT ID and the buyer's VAT ID where reverse charge applies. Check the service description against the accepted work and the contracting supplier before treating the invoice as complete.

The VAT branch for the buyer

Start with the place-of-supply rule: under the general B2B rule, a service to a taxable business is supplied in Sweden where the buyer has its business seat or receiving fixed establishment in Sweden. Exceptions must be checked. Skatteverket registers persons liable for Swedish VAT and Swedish-established suppliers of qualifying reverse-charge services to another EU country; registration status alone does not identify the branch for every invoice.

For a domestic small-business exemption, annual Swedish turnover must not exceed SEK 120,000 in the current calendar year or either of the two preceding calendar years. A seller using that exemption on a simplified invoice must state that the supply is exempt under Chapter 18, section 4 of the VAT Act. Where the buyer is liable for VAT, the invoice must state “omvänd betalningsskyldighet”; include the buyer's VAT ID where it is required. If Swedish VAT is payable, an invoice in any currency must also state the VAT amount in SEK, except where the issuer keeps accounts in euro, when the amount is stated in euro.

Qualifying EU B2B services have an additional reporting rule: a VAT-registered or registrable seller includes them in a periodic recapitulative statement where the buyer owes VAT under Article 196. Identify the buyer, service and applicable VAT branch before approving the invoice; that reporting rule does not decide every cross-border supply.

Public-procurement e-invoices

For invoices following public procurement, suppliers must use structured electronic invoices that meet the European standard unless the supplier and the contracting authority agree another standard. This specific rule does not create a general domestic B2B e-invoice mandate.

F-tax or FA-tax statement

For conditional F-tax (FA-tax), written invocation for the business assignment is essential to the employer-contribution rule. Do not treat a tax-status statement as proof that the services are independent, or as a substitute for the VAT analysis.

How the money arrives for a Swedish contractor

Set the invoice reference, bank details, settlement currency, exchange-rate source and bank-fee allocation in the contract. No universal Swedish rule allocates those fees or sets settlement timing for contractor invoices.

For a domestic supplier payment through Bankgiro or PlusGiro, the payment instruction identifies the Bankgiro or PlusGiro number, an OCR or other invoice reference, and the payment day. A direct credit to an account instead uses clearing and account numbers. Match those identifiers to the supplier and accepted invoice before initiating the payment instruction.

Bankgiro cannot receive an incoming foreign payment, so an international arrangement needs the recipient's bank details. A cross-border bank instruction identifies the amount, settlement currency, payment day and beneficiary; it also gives the recipient bank's BIC and account number, with an IBAN for an EU beneficiary account. This practical routing does not determine the VAT treatment or the contractual due date, which require their own checks.

Swedbank's business guidance tells customers to put IBAN and BIC on invoices sent to EU/EEA customers. Its classification of an inbound EU/EEA/Swiss instruction in EUR or SEK also depends on its own service conditions, including IBAN and BIC. These are bank-specific instructions, not a universal Swedish invoice duty or a statement about another bank's process.

Payment terms and late payment

For a B2B service claim, payment is due no later than 30 days after the creditor demands payment unless the creditor has expressly accepted a longer term.

That is not a universal agreed due date: the rule applies to claims between businesses in their professional activity and to the specified claims against authorities or public bodies. Check the contractual due date and the parties before treating an invoice as late; the rule does not establish the result for a consumer case.

Where sections 3 or 4 of the Swedish Interest Act apply, statutory default interest is the Riksbank reference rate plus 8 percentage points per year. The reference rate was 2.00% from 1 July to 31 December 2026, producing a 10.00% annual rate for that period where the statutory formula applies. It is not an automatic charge on every late invoice or a rate that carries outside that dated period.

What breaks, and at which step

Check the working relationship, tax status, invoice, rights and due date separately. Correcting one of them does not settle the others.

CheckpointFailureNext action
Actual working relationshipThe supplier is dependent on, or integrated into, the client's business in a way that conflicts with independent activityReassess the facts and the arrangement; a tax-status step does not resolve the working-reality assessment
F-tax at agreement or paymentF-tax is absent at the relevant time, or a conditional F-tax approval is not invoked in writing for the business assignmentThe payer checks the status at the relevant point and obtains written invocation where the approval is conditional; this does not decide independence
VAT branch and invoiceThe domestic exemption, buyer-liability branch, statutory invoice fields or Swedish VAT-currency rule has been applied to the wrong supplyIdentify the supplier, buyer and supply, then correct the VAT branch and invoice fields; this does not transfer copyright
CopyrightThe agreement does not expressly state the licence or assignment for contractor-created softwareAgree the rights scope, deliverables and pre-existing material before relying on the client’s intended use; delivery of a copy alone is not a copyright transfer
Due dateThe invoice remains unpaid after the relevant due dateCheck the contractual term, parties and creditor consent to any longer B2B term; apply the Interest Act formula only where its conditions are met
Process diagram shows independence, F-tax, copyright transfer, VAT invoice and payment-term checkpoints for a Swedish contractor engagement.
A satisfactory step does not cure a separate tax, copyright, invoice or late-payment issue. Sources: 4, 6, 7, 9, 10.

What a mistake costs and who pays

The quantified rule here is narrow: it concerns a business payer that relies on F-tax in an obvious employment situation and then misses its written notification duty.

PartyRiskAmount
Business payerThe worker invokes F-tax, but is obviously the payer's employee, and the payer does not notify Skatteverket in writing by the employer-declaration deadlineSkatteverket may impose conditional liability for unpaid tax and contributions; for this notification liability, the deemed amount is generally no more than 60% of the work remuneration
Business payer where the recipient pays the actual workerThe same notification-liability route, but remuneration is passed on to the person doing the workA separate statutory calculation applies to withholding and employer contributions on that onward remuneration; no single 60% figure should be assumed for this branch
Contracting client and contractorThe agreement does not clearly transfer the intended copyright scopeNot quantified by the cited copyright provisions
Supplier and buyerThe VAT branch or invoice fields are wrongNot quantified by the cited VAT and invoice provisions
Decision diagram shows that if F-tax is used and the worker is obviously the payer's employee, the payer must notify Skatteverket by the employer-declaration deadline.
This is a conditional notification and liability path, not an automatic reclassification penalty or an actual bill. Sources: 5, 6.

The deemed 60% ceiling applies only to the stated notification-liability branch when its conditions are met; it is not an automatic bill. The onward-recipient branch uses a different calculation. Missing IP terms and VAT errors require separate corrections.

Models and when each fits

Choose the model from the real working relationship and the contracting party, rather than from F-tax status alone.

ModelContracting relationshipFits whenCheck before choosing
Direct independent supplierThe client contracts with the supplier's own businessThe work is genuinely independentTest the agreed terms, dependency and integration; then check F-tax timing and written FA-tax invocation where relevant
Egenanställning intermediaryThe intermediary contracts with the client and employs the worker for the assignmentA three-party arrangement is intended rather than a direct business-to-business supplier relationshipIt has no special statutory definition; assess the actual arrangement case by case
Contractor-of-Record arrangementThe provider is the contracting party with the contractor; the client has a separate agreement with the providerThe parties need a contractor-platform contracting modelRead both agreements, including the rights scope and any indemnification clause; whether liability is allocated depends on the contract
Direct employmentThe client enters an employment contract with the personDirection and integration have become employee-likePut the employment contract, registration, employer duties and employment rights in place separately from the earlier services agreement
Employer of recordThe EOR employs the person; the client contracts with the EOR for the service arrangementAn employment route is needed without using the client as the local employerCheck the employment and service agreements, not only the label used for the model

If the day-to-day facts move toward direction and integration into the client's business, move to employment through a new employment contract and the relevant registration, employer duties and rights. That is a new relationship, not a relabelling of the prior independent-services contract.

One Swedish contractor versus ten

Each Swedish contractor engagement needs its own evidence file. Adding contractors does not create a statutory worker-count cutoff or turn otherwise independent engagements into employment.

Record for each contractor or assignmentWhat to retain
Actual working relationshipAgreed terms and the facts on dependency and integration into the client’s business
F-tax statusEvidence that F-tax applied when remuneration was agreed or paid; where approval is conditional, the written FA-tax invocation for that business assignment
VAT and invoice branchThe supplier’s relevant VAT history, the chosen branch, and the invoice fields, reverse-charge notation or SEK/euro VAT presentation that apply
Rights to the workThe licence or assignment scope for deliverables and code, including pre-existing material
Engagement recordAccepted work, invoice status, renewal or change history

Review the record when the scope, client dependence, tax approval, VAT position or rights allocation changes. Ten separate files do not form a legal safe harbour, but they make it easier to check each engagement against its own facts.

A proposed platform-work rule and the e-invoice inquiry

Neither development below is an enacted general rule for Swedish contractor engagements.

SOU 2026:3 proposes a rebuttable presumption of employment for covered digital platform work, with a proposed commencement date of 2 December 2026. Its proposed scope is limited to digital platforms that organise paid individual work and use automated monitoring or decision systems. It does not create a presumption for every business-to-business contractor arrangement; check enacted status before relying on the proposed rule.

On 5 February 2026, the government commissioned an inquiry into digital reporting and electronic invoicing for cross-border business transactions, including whether to extend such rules to domestic transactions. The inquiry is due to report on 30 November 2027. That deadline is for recommendations, not the start date of a general domestic B2B e-invoice mandate.

4dev.com

4dev.com's global contractor platform lists Sweden as available. Its public country list does not specify Swedish-law contract terms, IP assignment, local document formats or classification support. Keep F-/FA-tax and independence evidence for each Swedish engagement; 4dev.com is not an Employer of Record.

Deel

Deel's Sweden contractor page says Swedish legal firms approve its contracts for local-law alignment and describes tax-document collection. The client still needs to check F-/FA-tax and the working facts.

Remote

Remote's Sweden country page covers contractors and discusses Swedish misclassification risk. Its classification discussion does not replace the independence assessment for the actual work.

Rippling

Rippling's Sweden contractor page describes a classification assessment and an invoice trail tied to the engagement. Check F-/FA-tax and the actual work separately.

Freelancer.com

Freelancer.com publishes a directory of freelancers for hire in Sweden. It is a sourcing route: identify the eventual contracting party and check the supplier's F-/FA-tax position and working independence before engaging someone found there.

RemotePeople

RemotePeople's Sweden page names contractor services and, separately, local employment contracts; it also links a misclassification check. The employment-contract claim does not establish Swedish-law contractor terms. Compare the two routes when the working facts point toward employment.

WorkMotion

WorkMotion's Sweden page describes contractor and employee routes through its subsidiary-and-partner network. Its employment-led arrangement belongs in a different comparison from a genuinely independent Swedish supplier.

G-P

G-P's Sweden contractor page describes contract generation and worker classification. Record the actual Swedish independence factors and F-/FA-tax position alongside those processes.

Cool Company

Cool Company offers a Swedish intermediary route for freelancers without their own company. An egenanställning arrangement has a different contracting party from a sole trader's direct agreement; the intermediary's presence does not establish independent-business status. Check the contracting party before treating the route as a direct supplier engagement.

Frilans Finans

Frilans Finans calls itself a Swedish egenanställningsföretag and describes invoice records for that route. The intermediary contracts with the client, unlike a sole trader hired directly. Keep its intermediary arrangement distinct from a direct sole-trader contract.

Folq

Folq's Swedish marketplace connects buyers with consultants and consultant companies. Sourcing there does not replace a check of the chosen supplier's F-/FA-tax status and working independence.

Ework

Ework's Swedish site says it helps private and public organisations find independent consultants. Before engaging someone sourced there, identify the actual contracting party and retain relevant Swedish tax-status evidence.

Fortnox

Fortnox offers Swedish invoicing and publishes small-business material on F-tax and VAT registration. It helps a supplier create and retain invoice records, while the client still needs its own contracting party. The invoice tool does not establish the contractor's classification or IP terms.

Spiris (Visma)

Spiris provides Swedish bookkeeping and invoicing functions for small businesses. A supplier can keep invoice records there, but must negotiate its services agreement separately; the product material does not specify contractor classification, Swedish-law terms or IP assignment.

Bokio

Bokio's Swedish invoicing and bookkeeping product serves suppliers maintaining their own invoice records. The commercial contract and its IP terms need a separate agreement.

Questions people actually ask

Can a Swedish contractor work for only one client?

Yes, but one client is a relevant circumstance rather than an automatic answer. The assessment considers the agreed terms, the supplier's dependency on the client and integration into the client's business; Sweden does not set a fixed client-count threshold.

Is F-tax proof of independent status?

No. F-tax affects the payer's employer-contribution treatment when it applies at the time remuneration is agreed or paid, but factual independence remains a separate assessment. The client still needs to examine the actual relationship.

What is the difference between F-tax and FA-tax for a foreign client?

F-tax is approved for someone who conducts, or intends to conduct, business in Sweden, subject to the statutory conditions. FA-tax is a conditional F-tax approval for a natural person's business activity; the recipient must invoke it in writing for the relevant business assignment.

Does a Swedish freelancer charge VAT below SEK 120,000?

The domestic small-business exemption applies only if annual Swedish turnover does not exceed SEK 120,000 in the current calendar year or either of the two preceding calendar years. That threshold is a domestic VAT rule, so the buyer and supply still need to be checked before applying an invoice branch.

What must be on a Swedish contractor invoice?

A full invoice identifies the issue date, unique sequence number, seller and buyer, addresses, service description, supply date, taxable base, VAT rate and VAT amount. Where the buyer is liable for VAT, the invoice must state “omvänd betalningsskyldighet”; if Swedish VAT is payable, it must also show VAT in SEK unless the issuer keeps accounts in euro.

Who owns software written by a Swedish contractor?

The creator holds copyright in original software unless rights are transferred wholly or partly by agreement. The employee-software default is limited to employees acting within their duties or employer instructions, so a contractor's client should state the intended licence or assignment in the services agreement.

How long can a business take to pay a contractor invoice?

For a B2B service claim, payment is due no later than 30 days after demand unless the creditor expressly accepts a longer term. Where the relevant Interest Act conditions apply, default interest uses the Riksbank reference rate plus 8 percentage points; the contractual due date and parties still matter.

Can I move a Swedish contractor to employment?

Where direction and integration become employee-like, use a new employment contract and complete the relevant registration, employer duties and rights. That is a separate relationship from the earlier independent-services agreement; see the Sweden hiring guide for the employment route.
